Convicted Child Molester and Registered Sex Offender Out Lurking for Next Victim



The Austin Police Department was forced by the City of Austin City Manager's Office to issue a wrecker driver license to a convicted child molester who is a registered sex offender in Texas. According to the rules and regulations established to regulate who can or cannot be issued this license clearly states that if you are a registered sex offender, you would be denied. The entire chain of command within the Austin Police Department upheld this denial only to be told by Assistant City Manager Michael McDonald to issue this child molester the license.

Could it be that maybe politics played a role in this issue, because the owner, Bill Davenport who owns the towing company, 620 Lakeside Wrecker Service, is a board member for the Austin Towing Association? This towing company is located near Lake Travis and should you request this company for a tow, you could be dealing with this registered sex offender.

This convicted child molester and registered sex offender's name is Hal "Harold" Harkins and could be out walking an apartment complex looking for his next victim, nobody I have talked with within law enforcement can predict when a registered sex offender may strike again and there is no cure for those that commit sexual acts with children. The age of the victim with this child molester was a 12 year old female.

The Austin Police Department tried to protect the public from this convicted child molester and registered sex offender, but the City Manager's Office wouldn't give them the chance!
